The powers and duties of its officers and employees: ICAR-CCARI is headed by the Director, who looks after the management of research and administration of the Institute. He exercises all the powers as per the delegation of powers issued by ICAR, New Delhi. Two Private Secretaries and two Personal Assistants assist the Director. Some of the powers delegated to the Director are further re-delegated to various Officers in chain. Accordingly, the Administrative Officer (Incharge) has been delegated the powers of Head of Office. She advises the Head of the Department on all matters of policy and administration. Three Assistant Administrative Officers (AAOs) assist her. The AAOs co-ordinate and supervise work of all clerical staff in the Office. The AAOs are assisted by administrative staff belonging to different categories such as Assistants, PS, PA, Upper Division Clerks, Lower Division Clerks. The administrative wing is organized into Establishment, Bills, Works, Purchase & Stores, each headed by an AAOs. The Assistants/UDCs & LDCs deal with all kinds of service matters of the Staff and Officers. One Assistant Administrative Officer is performing the duties of Drawing & Disbursing Officer. For Finance & Accounts, Director is assisted by a Finance & Accounts Officer, PS, UDC and LDC to deal with the financial and accounting matters of the Institute. The Finance & Accounts Officer and Administrative Officer (Incharge) are also provided with stenographic assistance by a Personal Secretary and a Personal Assistant. The following additional duties are assigned to the Officers and Staff mentioned below:
Research activities in different disciplines are carried out by 20 Scientists. There are 14 Technical staff, 17 administrative staff and 15 Skilled Support Staff to assist the Scientists. One Krishi Vigyan Kendra is functioning under this Institute with a post each of Assistant and Steno sanctioned to assist the Senior Scientist cum Head, KVK. Research activities in different disciplines are carried out by the Subject Matter Specialists and they are assisted by the Technical Officers and Skilled Support Staff.

The procedure followed in the decision making process, including channels of supervision and accountability; |
The procedure mentioned in the Manual of Office Procedure (MOP) , ICAR for decision making is complied with in the ICAR-CCARI. Accordingly, Administrative Officer (Incharge) takes action with the help of staff (AAO's, PS, PA, Assistant's, UDC's & LDC's) working in the different Sections, in accordance with the departmental instructions prescribing the level of final disposal and channel of submission for each category of cases. The Dealing Clerks submit the file to the concerned AAO, who in turn submits the file to AO (Incharge)/F&AO, then the AO (Incharge)/F&AO submits the file to the Director of the Institute. |

Efforts are made to deal with the cases as expeditiously as possible in accordance with the rules, regulations and other instructions issued from time to time. The time schedule for disposing of some of the cases is defined in the relevant rules/instructions. |

The Krishi Vigyan Kendra (KVK), North Goa is having the provision of Scientific Advisory Committee (SAC) in which the provision exists for representation and consultation of the public members like progressive farmers, departments like Agriculture, Animal Husbandry and NABARD etc. In the SAC meeting, the members are consulted to provide input for framing the KVK programmes and review of activities and programmes implemented by the KVK.

The Scientific Advisory Committee (SAC) meetings of the Krishi Vigyan Kendra (KVK), Research Advisory Committee (RAC) and Quinquennial Review Team (QRT) of this Institute are the committees/teams constituted for the purpose of providing advice and guidance for strengthening the programmes. Committee for Prevention of sexual harassment of women employees of workplace is also there. |

The Institute is involved in Agricultural Research activities and disseminates the agricultural/technical knowledge to the primary stakeholders i.e Farmers. Advice/Counsel pertaining to Agriculture can be sought by the Farmers from the Agricultural Scientists of the Institute on any working days between 09.00 a.m. to 5.30 p.m. , free of cost. |

The relevant provisions of the Act towards charging fee are as under:
1. A request for obtaining information under Sub-section (1) of Section 6 shall be accompanied by an application fee of Rs.10.00 by way of cash against proper receipt or by demand draft in the name of the 'ICAR Unit, ICAR-Central Coastal Agricultural Research Institute ' payable at Old Goa, Goa.
2. For providing the information under Sub-section (1) of Section 7, the fee shall be charged by way of cash against proper receipt or by Demand draft payable to the ICAR Unit, ICAR-Central Coastal Agricultural Research Institute ' at following rates:
Rupees. 2.00 for each page (in A4/A3 size paper) created or copied
Actual charge or cost price of a copy in larger size paper.
Actual cost or price for samples or models; and
For inspection of records, no fee for first hour; and a fee of Rupees 5.00 for each fifteen minutes (or fraction thereof) thereafter.
3. For providing the information under Sub-section (5) of Section 7, the fee shall be charged by way of cash against proper receipt or by Demand draft payable to the 'ICAR Unit, ICAR-Central Coastal Agricultural Research Institute '' at following rates:
For information provided on CD Rs.50.00 per CD; and
For information provided in printed from at the price fixed for such publication or ` 2.00 per page of photocopy for extracts from the publication
